LONDON, Monday, Dec. 9.— The Morning Post's Constantinople correspondent has interviewed the Grand Vizier, Kiamil Pasha, with reference to the peace negotiations. Kiamil said:
"We have very strong hopes that an agreement will soon be reached which will permit of a peace honorable to Turkey. As, however, the Bulgars have not yet formulated their definite conditions, I cannot say whether our hopes will he fulfilled. Certainly no one more than ourselves desires to have an early conclusion of the matter. I cannot tell you what will be the new frontiers of Turkey, but you may state that we confidently expect to keep Adrianople."
When asked whether Greece was likely to join in the negotiations soon, Kiamil said:
"I cannot prophesy as to the future policy of Greece. At present she is busy pouring water into her wine."
