Japan Again Apologizes.

New York Times 100 years ago today, June 21, 1913:
Secretary Calls at Embassy to Regret Anonymous Insult.
    TOKIO, June 20.— A further apology was offered to-day to Arthur Bailly-Blanchard, Chargé d'Affaires of the American Embassy here, by Keishiro Matsui, Japanese Under-Secretary of State for Foreign Affairs, who called and voiced the Government's regret at the action of the persons who on June 18 wrote on the walls of the embassy an inscription directed against the United States and calling Americans the enemies of liberty and justice. The Foreign Office had already sent a formal message of regret immediately after the occurrence.
    The culprits have not yet been arrested, but the search for them is still proceeding.
