Oppose Cuban Arbitration.

New York Times 100 years ago today, June 21, 1913:
Menocal and Torriente Fight Bill to Submit Foreign War Claims.

    HAVANA, June 20.—There was a stormy session in the House this afternoon over the bill providing for the arbitration of war claims made by England, France, and Germany.
    President Menocal and his Secretary of State, Señor Torriente, opposed the bill, and the Opposition charged that their attitude was due to a desire to prevent the floating in England of bonds for the new north coast railroad concession granted under ex-President Gomez, Torriente, before his appointment to the Cabinet, having represented a rival company.
    It is said, however, that Menocal's opposition is well understood and approved in Washington.
