New French Army Plan.

New York Times 100 years ago today, August 15, 1913:
Troops to be Concentrated on Eastern Border — Navy to Guard Coast.
Special Cable to The New York Times.
    PARIS, Friday, Aug. 15.— The Matin this morning announces that the French Government has just decided to leave to the Navy the task of defending the coast and to concentrate all the land forces at Eastern frontier points.
    The change is to be made progressively, beginning at Cherbourg next January.
    Marines will take the place of the army artillery now stationed at the ports.
