Bulgar-Rumanian War Seems Near.

Troops Assembled on Islands Facing Bulgaria — Envoy Threatens to Leave Sofia.
BULGARIAN OFFER REJECTED
Rumania Says She Abstains Provisionally from Extreme Measures Owing to Powers' Desire.

    LONDON, Thursday, Feb. 20.— A telegram to The Daily Mail from Sofia, dated yesterday, says:
    "A graver aspect was assumed to-day by the dispute between Rumania and Bulgaria regarding the cession of Bulgarian territory, which Rumania demands as compensation for the Bulgarian conquests in Thrace and Macedonia.
    "Simultaneously with her request to the powers for mediation, Rumania is openly threatening Bulgaria.
    "Rumanian artillery and cavalry are assembled on islands in the Danube facing the Bulgarian territory of Silistria.
    "The Rumanian Minister at Sofia threatens to leave Bulgaria very shortly.
    "Reports have been received that the Rumanian Government is completing preparations for the recall of the reservists to the colors.
    "All these facts together make the worst possible impression here. The prospect of an agreement is now seriously compromised."
    A telegram to The Daily Mail from Bucharest says:
    "In a note dispatched to Sofia to-day (Wednesday) the Rumanian Government rejects the latest proposals of the Bulgarian Government as unsatisfactory.
    "In consequence of the urgent desire of the powers, which are ready to mediate or arbitrate, the Rumanian Government abstains provisionally from adopting extreme measures."
