Madero's Friends To Fight Huerta.

Inhabitants of the Capital Ruefully Count the Cost of the Long Bombardment.
Special Cable to The New York Times.
MEXICO CITY, Feb. 21.— According to the opinion of prominent statesmen and military men connected with the Administration of Provisional President Huerta, the attitude of the United States at this time will have a decisive effect on the course of events in Mexico. They fear that measures they wish to take to bring about peace and order will be balked if Washington extends its protection too far to Francisco Madero and his friends.
The Maderists are already plotting the downfall of the Huerta Government. It is believed that the failure of some of them to express allegiance at once to the new rĂ©gime was the cause of the change of plans when ex-President Madero was about to make his way to Vera Cruz and was arrested instead.
Four of the men he put in control of State administrations are already practically in revolt. They are Gov. Gonzales of Chihuahua. Gov. Fuestes of Aguas Calientes, Gov. Villareal of Nuevo Leon, and Gov. Carranza of Coahuila. Gov. Villareal is the father-in-law of the slain Gustavo Madero and will seek vengeance for the assassination.
