By Blowing Up a Barrier Atlantic's Waters Can Be Let In.

    COLON, May 31.—The massive masonry of the Gatun locks of this Panama Canal is now completed, and the sea gates will be finished, the engineers say, by noon to-day.
    The Atlantic Ocean can be let in at any time by the blowing up of a barrier.
