To Let Greece Negotiate.

New York Times 100 years ago today, December 19, 1912:
Turkey Believed to Have Changed Attitude in Peace Conference.
    CONSTANTINOPLE, Dec. 18.— The Council of Ministers to-day, after consideration of the question of the admission of Greece to the peace conference, sent fresh instructions to the Ottoman delegates in London.
    The nature of the instructions has not been divulged, but it is reported that the Porte has instructed the delegates to negotiate with the Greeks under certain reserves, even if they do not sign the armistice.
