Kiamil Pasha Is For Peace.

But Turkey's Grand Vizier Says the Army Is United for War.

    LONDON, Monday, Jan. 20.— The Daily Chronicle's Constantinople correspondent has interviewed the Grand Vizier, Kiamil Pasha.
    He was extremely reticent regarding Turkey's reply to the powers, declaring that it had not yet been decided upon. He denied that there was any authority for any of the forecasts that had been put forth, and said the Cabinet would again discuss the note of the powers and probably send a reply on Wednesday.
    "I, of course, am for peace," the Grand Vizier added, "but it is necessary to find out the will of the people before making any reply. The army is unitedly insistent on war. Money is the great need, and there can be no foreign financial aid until peace is signed, but we hope to raise an internal loan if it becomes necessary to renew hostilities.
    "No orders have been given to the London delegates regarding their return. The matter of peace has left the hands of the allies and passed into the hands of the powers."
