If Taft Wins, Say Friends — To Resume as Secretary After Election.
WASHINGTON, July 13.— The President will probably do without a secretary for the next four months, as Mr. Taft does not contemplate appointing a successor to C. D. Hilles, recently made Chairman of the Republican Natlonal Committee who leaves to-morrow to assume his new duties.
It is expected that Mr. Hilles will return to the White House after the November elections and resume his old positlon. During the campaign Rudolph Forster, the first assistant secretary, will have charge of the offices.
Friends of Mr. Hilles predict that if President Taft is elected his return to the secretaryship will be the steppingstone to a Cabinet position.
