Naval Scare Had Purpose.

British Parliament Will Be Asked to Strengthen Mediterranean Fleet.

    LONDON, July 13.— The cat has been let out of the bag in the matter of the Mediterranean naval scare, which, has been described in The New York Times despatches, and it is now announced authoritatively that Parliament will be requested to make a special naval appropriation to carry out a new programme designed to meet the requirements in the inland sea. A squadron, slightly superior to either the Italian or the Austrian squadron, will be stationed in the Mediterranean, and new ships will be built to take their place in the waters nearer home. This arrangement, it is announced, is independent of any proposals the Canadian Ministers may make, as it is extremely improbable that they will come to any immediate decision.
