Italy Insists In Libya.

New York Times 100 years ago today, September 20, 1912:
And Stories of Proposal to Pay Great Sum to Turkey Are Denied.
    CHIASSO, Sept 19.— The Italian and Turkish delegates who are holding conferences in Switzerland looking to the ending of the war received new instructions to-day from their respective Governments and, contrary to the pessimistic view prevailing, it now seems certain that the conclusion of a basis upon which to negotiate peace is being approached.
    A fundamental point which Italy refuses to admit for discussion is the complete and absolute sovereignty over Libya. Thus all reports that Italy will renounce Cyrenaica or a portion of that country or the hinterland, or even only one port are absolutely fantastic.
    Similarly unfounded are the great financial operations which it is imagined in some quarters are being considered by Italy and by Turkey. The most important financial point under discussion is one whereby Italy is to take over that part of the Turkish debt which is represented by the revenues of Libya, amounting to a million francs ($200,000) yearly.
