Panama Admits Our Rights.

New York Times 100 years ago today, September 15, 1912:
Not Necessary to Issue the Decree Urged by Gov. Thatcher.
    PANAMA, Sept. 14.— The Panaman Government, in response to the communication of Maurice H. Thatcher, Governor of the Canal Zone, respecting the rights of the United States over Panaman waters, has decided that such rights are clearly defined in the treaty between the United States and Panama, and that it will not be necessary to issue a decree as Gov. Thatcher urged.
