Russia Now Eager For A New Treaty.

NEW PROPOSALS DRAFTED
Cabinet Council Adopts a Plan for a Mixed Commission to Settle the Passport Question.

    VIENNA, Sept. 14.— According to special advices just received from St. Petersburg, the commission appointed to study the question of preparing a new commercial treaty between Russia and the United States, met under the Presidency of the Assistant Minister of Commerce.
    At the first meeting all the proposals were embodied in a general draft of a treaty which was submitted to the Russian Cabinet Council for final decision. One of the proposals in this draft concerns the appointment of a mixed Russian-American commission, which would endeavor to settle the passport question in a manner satisfactory to both countries.
    It is now reported that the Cabinet Council, after a long deliberation, adopted all the suggestions of the commission, including that referring to the appointment of a mixed commission.
    It is hoped at St. Petersburg that the commission will succeed in effecting a reasonable compromise and thus prevent a rupture in the commercial relations between Russia and America. The present treaty expires on Dec. 31.
