Peace Talks Broken Off.

Italy Insisted That Turkey Proclaim Tripoli's Independence.

    LONDON, Monday, Sept. 16.— The Constantinople correspondent of The Daily Mall telegraphs that he has word that the unofficial negotiations for peace between Turkey and Italy, which have been proceeding in Switzerland, have been broken off, and the Turkish delegates are on their way home.
    The final obstacle was Italy's insistence upon the proclaiming of the independence of Tripoli and Cyrenaica by Turkey, after which Italy was to declare these "independent" countries to be annexed by herself. This was the furthest concession which Italy would make to Turkey's determination not to recognize the annexation, already proclaimed.
