Reform For All Turkey.

New York Times 100 years ago today, September 17, 1912:
Decided On by Ministers — British Advisers to be Employed.
    CONSTANTINOPLE, Sept. 16.— The Council of Ministers to-day adopted several important measures.
    The first related to the suspension of martial law in Constantinople; the second to the extension of the Albanian concessions to all other parts of the Empire, and the third to the engagement of English advisers for the departments of Public Safety, Police, Posts and Telegraphs, and Statistics. It is understood that advisers of other nationalities are to be engaged, for other departments.
