Diaz Drops Candidacy.

Mexican Commander Withdraws from Presidential Race.
    MEXICO CITY, April 24.— Gen. Felix Diaz and Francisco de la Barra, the Foreign Minister, to-night definitely withdrew as candidates for the Presidency and Vice Presidency respectively. The reason given for their action is Congressional delay with regard to their elections.
    The Chamber of Deputies on Tuesday negatived the measure introduced by Provisional President Huerta, calling for elections on July 27. The Deputies opposed the holding of elections until after the restoration of peace.
    Special to The New York Times. WASHINGTON, April 24.— The second step in the programme for the withdrawal of battleships and troops mobilized in Mexican waters and along the Mexican border when the revolution in the City of Mexico was at its height was taken to-day, when 700 marines of the 2,000 sent to Guantanamo in February were ordered home. The battleships Nebraska and Vermont were ordered from Vera Cruz three weeks ago, and it is expected that the Georgia and Virginia will be ordered north within a few days. It is left to Col. Karmany, who is in command of the provisional brigade of marines at Guantanamo, to select the organizations that will make up the 700 marines to be brought back.
