Political Foes Fear It Will Complete Chinese President's Dictatorship.

    LONDON, Saturday, April 26.— The Times says it understands that the question of foreign advisers in connection with the Chinese loan is definitely settled to the mutual satisfaction of China and other nations. The details, however, are still to be arranged. Some, but no insurmountable, difficulty is expected over the proposal for international coupons, to which China has objections.
