Planning Cuban Revolt?

New York Times 100 years ago today, April 20, 1913:
Mayor of Oriente Says That Liberals Are Buying Arms Here.
Special Cable to The New York Times.
    HAVANA, April 19.— Mayor Baracoa of Oriente has informed the Government that he knows that a prominent Liberal of that locality is now in the United States buying arms for revolutionary purposes, and that arrangements are being made to smuggle them in through Santiago.
    The Government attaches little importance to the rumor, but nevertheless has started an investigation.
