Borden For An Empire Navy.

New York Times 100 years ago today, August 3, 1912:
But Wants an Imperial Parliament to Handle All Matters.
    LONDON, Aug. 2.— Robert L. Borden, Prime Minister of Canada, has, during his visit here, made his position clear on tho subject of the naval assistance that Canada is to offer the mother country.
    He told the British Cabinet that Canada was prepared to assist Great Britain to maintain her naval supremacy, but when she did so she wanted to be consulted as to the way the money was spent.
    Mr. Borden says the matter will not be finally settled until after his return to Canada, and he has had an opportunity of consulting with the full Cabinet.
    Mr. Borden is not communicative as to what Canada is prepared to do, but is firm in reiterating that whatever Canada does, she must be consulted about the expenditure of her money.
    Mr. Borden has expressed himself strongly as in favor of a real imperial Parliament, representative of the whole empire, which shall deal with all matters of interest to the empire, including foreign relations and the defense of the whole and each part.
