Convention Pledges Aid of Navies as Well as of Armies.
PARIS, Aug. 1.— The Franco-Russian naval convention has reached a point verging on conclusion.
The earlier convention between the two Governments referred only to the armies. With the signatures of the new agreement the whole fighting forces of the allies will be brought within the terms of an offensive and defensive treaty of alliance.
The new bond was, it is understood, completed, with the exception of the signatures in the course of the recent stay in Paris of Admiral Prince de Lieven, the head of the Russian Naval Staff.
