Registration Law in Maryland Will Keep Out Progressive Party.

BALTIMORE, Md., Aug. 11— The Maryland members of the Progressive Party having cut loose from the Republicans are in a dilemma. There is to be a new registration this Fall. No man can vote unless he is registered, and in so doing he is called upon to affiliate with a party or decline. Under the law the Progressive Party will not be recognized in the registration, as voters can only affiliate with those parties which at the last general election polled 10 per cent, of the total vote cast.
There was no Progressive Party in Maryland at the last election, hence if the members of the new party are sincere in their break from the Republican Party they must this year register as declined voters. It is figured by politicians that a Bull Moose cannot affiliate as a Republican and be a consistent member of the Progressive Party, and neither can he decline to affiliate and assert he is a Republican.
The leaders of the new party will hold a conference this week and take action as to how the Progressives should affiliate at the registration.
